P-03 was not just another quiet square of fenced prairie in the F.E. Warren missile field. It began as one of Papa Flight's unmanned Minuteman launch facilities and later became part of the only operational Peacekeeper squadron in the Air Force; then, near the end of the system's life, public Air Force historical reporting identified P-03 as the place where the final Peacekeeper missile removal occurred. That gives this launch facility a sharper ending than most: the Cold War's most powerful U.S. ICBM did not simply fade from maps and checklists here; its physical retirement can be tied to this specific silo.

P-03 was a Launch Facility / LF in Papa Flight, F.E. Warren Air Force Base missile field. It was associated with P-01 Missile Alert Facility / Launch Control Center and the 400th Strategic Missile Squadron, later the 400th Missile Squadron, under the 90th Strategic Missile Wing / 90th Missile Wing. The site was originally built for the LGM-30B Minuteman I force, later served in the LGM-30G Minuteman III era, and was then converted for the LGM-118A Peacekeeper. It is in Laramie County, Wyoming, near Hillsdale.

P-03 is inactive and decommissioned. It is no longer an operational launch facility. No public access to the former launch-facility property was verified.

Site Location and Physical Description

P-03 lay in open agricultural and ranching country northeast of F.E. Warren Air Force Base and north-northeast of Hillsdale. Its setting illustrates the basic logic of Minuteman and Peacekeeper dispersal. The missile was not kept at the crewed Papa One control compound. It was hidden in a separate hardened launch facility, one of ten Papa Flight launch facilities distributed across the surrounding countryside so that a single attack could not eliminate the entire flight.

As a Minuteman/Peacekeeper launch facility, P-03 was normally unmanned. Missile combat crews served underground at P-01, while maintenance, security, communications, and support teams visited the launch facility as needed. A typical launch facility included an access road, security fencing, a launcher closure, a personnel-access feature, underground launch equipment, power and communications connections, and surface hardstand or support features. After New START elimination, the exact P-03 surface condition was not confirmed from an official P-03-specific inspection record.

Site History

P-03 was constructed as part of F.E. Warren's Minuteman missile field, a 200-missile deployment spread across Wyoming, Nebraska, and Colorado. The 90th Strategic Missile Wing was activated at F.E. Warren on 1963-07-01. F.E. Warren's wing history states that SAC redesignated the unit as the 90th Strategic Missile Wing in February 1963, reactivated it at F.E. Warren on 1963-07-01, and included the 319th, 320th, 321st, and 400th Strategic Missile Squadrons in that missile-wing activation. The 400th was the squadron group that later operated the Peacekeeper-converted P, Q, R, S, and T flights.

During its original Minuteman period, P-03 held a solid-fueled LGM-30B Minuteman I missile. The site was one small part of the broader shift from first-generation, liquid-fueled Atlas and Titan systems to dispersed, hardened, solid-fueled Minuteman alert operations. In the Minuteman concept, the launch facility could remain on alert without a crew living at the silo. The crewed decision and monitoring functions were concentrated at the LCC, while the individual LFs stood separated across farm and ranch landscapes.

F.E. Warren later modernized from Minuteman I to Minuteman III. The wing history identifies 1972 as the beginning of SAC's Force Modernization Program at F.E. Warren, notes that the 400th Strategic Missile Squadron became the wing's first all-Minuteman III squadron the following year, and states that the last Minuteman IB was removed from alert on 1974-09-03. For P-03, that means the site's first major missile-system transition was from Minuteman I to LGM-30G Minuteman III before the later Peacekeeper conversion.

The site's most distinctive chapter came with the Peacekeeper program. Peacekeeper began as MX, the highly contested modernization missile of the 1970s and early 1980s. Its basing became a national controversy because survivability, cost, geography, and arms-control policy all collided. The Air Force ultimately placed the operational Peacekeeper force in modified former Minuteman silos at F.E. Warren instead of building a larger mobile or multiple-shelter basing system. Public Air Force sources state that Peacekeeper served as the Air Force's most powerful, accurate, and technologically advanced ICBM deterrent from 1986 to 2005; that the first ten operational Peacekeepers were deployed at F.E. Warren in 1986; and that by 1988 the Air Force had 50 missiles in service there.

P-03 was one of those 50 converted F.E. Warren launch facilities. Peacekeeper conversion was not just a paperwork reassignment. The missile was far larger and heavier than Minuteman III and used a different launch method. Air Force public information describes Peacekeeper as a four-stage missile that used a cold-launch technique: high-pressure steam ejected the missile from the modified Minuteman silo, and the first-stage solid rocket motor ignited only after the missile cleared the launch tube. The missile could carry multiple independently targeted MK-21 reentry vehicles, although later treaty implementation affected the deployed warhead configuration.

Site-Specific and Flight-Specific Events

P-03 has a documented site-specific Peacekeeper end-of-service event. A public Air Force Nuclear Weapons Center historical post identifies LF P-03 as the launch facility where the final Peacekeeper missile removal occurred in September 2005. The same post identifies Capt. Steve Lewis and 2nd Lt. Dave Perez as stationed at the Papa 01 alert facility during the event and connects their broadcast to the end of Peacekeeper missiles in the 400th Missile Squadron. This makes P-03 more historically specific than most ordinary Peacekeeper launch facilities: it was not merely one of the 50 converted silos, but the site publicly associated with the final physical missile-removal action.

The broader public Air Force article on the Peacekeeper mission-ending ceremony states that the Peacekeeper mission came to an end at F.E. Warren on 2005-09-19 and that, as the final step in the ceremony, a missile combat crew officer at Papa One Launch Control Center confirmed that no Peacekeeper ICBMs remained on strategic alert in the 400th Missile Squadron. Read together, the sources distinguish two related but different events: P-03's site-specific final missile-removal event in September 2005, and the formal mission-ending ceremony and Papa One confirmation on 2005-09-19.

Current Status and Site Use

After Peacekeeper deactivation, P-03 became part of the broader New START silo-elimination program. The Federal Register notice for Minuteman III and Peacekeeper silo elimination stated that the F.E. Warren missile field included 50 Peacekeeper launch facilities of the deactivated 400th Missile Squadron and five associated MAFs, and that New START required the dismantlement of non-operational launch facilities by 2018. AFCEC later described the environmental review for dismantling deactivated ICBM facilities at Malmstrom, F.E. Warren, and Vandenberg. It stated that the launch facilities had to be dismantled by 2018 in a way that ensured they could no longer be used as missile launch facilities, and that the facilities had to remain visible for treaty verification during the dismantlement process and for a post-dismantlement verification period.

F.E. Warren announced in 2013 that all 50 previously deactivated Peacekeeper launch facilities north of Cheyenne would be permanently eliminated under New START. The release stated that the U.S. Army Corps of Engineers and the Air Force Civil Engineer Center selected Bryan Construction as the demolition contractor, that work was then planned for completion by December 2014, and that the silos would be eliminated by filling them with earth and gravel. The announcement also stated that after elimination, the land would become available for purchase through a process beginning with adjacent landowners.
