In December 1997, the Chief of Naval Operations approved the streamlining of shore support establishments supporting units of the U.S. Navy. Commander, Naval Base, Norfolk was renamed Commander, Navy Region Mid-Atlantic, Norfolk, VA to consolidate and functionally realign BOS operations in the Hampton Roads NCA.

In 1999, HSA was redesignated a major command and dual-hatted with the responsibilities as the Installation Commander for three base installations and as the Program Director for Regional Support Services. Headquarters Support Activity was disestablished in March 2000 and renamed Naval Support Activity, Norfolk.
