R-03 was the kind of Cold War site that could vanish in broad daylight: a fenced, hard-edged square on open Wyoming range, ordinary from the road but once wired into one of the most consequential missile systems ever deployed. It began as a Minuteman launch facility, became part of F.E. Warren's Minuteman III force, and then entered the Peacekeeper era as one of the 50 converted silos that made the 400th Missile Squadron unique in American ICBM history.

Launch Facility R-03 was an unmanned missile silo / Launch Facility in Romeo Flight, controlled from R-01, the Romeo Flight Missile Alert Facility / Launch Control Center. The site belonged to the F.E. Warren Air Force Base missile field, the 90th Strategic Missile Wing during the Strategic Air Command era, and the 400th Strategic Missile Squadron / later 400th Missile Squadron during the Minuteman and Peacekeeper years. R-03 was originally built for the LGM-30B Minuteman I, later served in the LGM-30G Minuteman III force, and was then converted for the LGM-118A Peacekeeper.

The site is located north of Meriden in Goshen County, Wyoming, in the eastern part of the former Peacekeeper portion of the F.E. Warren missile field. Public Peacekeeper site-photo documentation identifies the same site as Francis E. Warren AF Missile Site R-03, Permanent Installation Number 8697, Installation Location Code GHYX, at 41-38-23, 104-20-32.

R-03 lay north of Meriden, a small rural crossroads in southeastern Wyoming, and south-southeast of the R-01 control site. The surrounding setting is high-plains ranch and agricultural country, with long views, sparse development, and roads that made the missile field accessible without making it urban or concentrated. That geography mattered. Minuteman and later Peacekeeper facilities were dispersed so that no single strike could destroy a large portion of the force, and Romeo Flight's launch facilities formed part of that broader pattern of isolated, hardened sites tied back to a crewed control facility.

As a Launch Facility, R-03 was normally unmanned. Missile combat crews served in the underground Launch Control Center at R-01, while security forces, maintenance teams, communications specialists, and other support personnel visited the launch facility when required. The surface compound was designed to be functional rather than monumental: fencing, access road, lighting, security-related equipment, utility features, cathodic-protection equipment, signs, and the hardened launcher area above the buried missile-support structure. The operational purpose of the site was underground, where the silo and support systems connected R-03 to Romeo Flight's command-and-control network.

Public exterior photographs from 2013 document R-03 during the period when the former Peacekeeper sites were awaiting, entering, or undergoing the larger elimination program. The photograph set is unusually helpful for a short LF page because it identifies not only general views but also the silo area, roadside signage, a light, cathodic-protection control boxes, gate equipment, and other small site features. Those details do not by themselves make R-03 a full standalone event site, but they preserve a public record of what an ordinary former Peacekeeper LF looked like before later landscape changes erased or muted many of its operational features.

R-03 is inactive and decommissioned.
